The Central Development Working Party (CDWP) cleared Prime Minister’s tsunami tree project at a cost of Rs125 billion

CDWP has cleared 16 projects costing Rs217 billion in violation of a recently approved Public Finance Management Act (PFMA).

This is because PFMA binds authorities to approve only those development schemes that are financially feasible.

The government had bulldozed the PFMA through the National Assembly aimed at fulfilling the condition of the International Monetary Fund (IMF).

The CDWP has cleared 16 projects worth Rs217 billion including Prime Minister Imran Khan’s tsunami tree project aimed at planting 3.3 billion trees across the country at a cost of Rs125 billion.

MakhdoomKhusroBakhtiar, the Federal Minister for Planning and Development presided over the CDWP meeting.

The CDWP recommended the Ten Billion Trees Tsunami program for approval of the Executive Committee of National Economic Council (ECNEC) without quantifying the economic and financial benefits of the project.

According to the Planning Ministry, “The financial benefits of the program have not been quantified in monetary terms. Therefore, the viability of Rs125 billion cannot be gauged through conventional cost-benefit analysis.”

It also said that the CDWP conditionally cleared the project and it will be recommended to ECNEC only after doing the cost-benefit analysis.

The tsunami tree program fell in the category of core projects due to its importance for the country. In order to execute the scheme, 48 vehicles will be bought despite a complete ban on the purchase of new vehicles by the Prime Minister.

“The Ministry of Climate Change presented the phase-I of Ten Billion Tree Tsunami project worth Rs125 billion. It was referred to ECNEC for approval,” stated the Ministry of Planning.

Out of Rs125.1 billion, an amount of Rs109.1 billion will be spent on forestation activities. The remaining Rs15.8 billion has been allocated for wildlife component. The project will be executed in four years.

The planning minister said that it is a flagship project of the government. He hoped that the institutions concerned would select environment-friendly species for effective implementation of the program.

The targets of the program would also contribute to improvement in water storage capacity, soil conservation and the recharging of aquifers of the areas.

Prime Minister Imran Khan has also called for collective efforts to make the government’s program of ten billion tree tsunami a success.

In a tweet he said that Pakistan Tehreek-e-Insaf (PTI) is the first government that understood this phenomenon in Pakistan and started the billion tree tsunami project.


“For the future of our generations, we must all strive to make our ten billion tree tsunami a success,” PM said.
