The performance of KPK Govt in terms of health facilities. 

Pakistani public methodically believes in getting health, education, travel or any other service from a private outlet rather than choosing any Govt organisation. Well, they are not the ones to be blamed here. The quality and standard of Govt sector has been getting lower and lower in almost every field.

Every other day we keep hearing about a new scandal in education sector by Govt representatives. Let’s have a look at the drowning ship called Pakistan International Airlines (PIA).

Besides, the stories of loss of lives at the hands of public sector doctors are also not shocking anymore. The protest on the main roads by the family of those unfortunate persons who loses their lives by these doctors has sadly become a routine in our country.
 
Although interestingly, in the same country the people from a province named Khybar Pakhutnkwa are fortunate enough to have enjoyed a rather newer idea of receiving health service by the public sector health providers.

 

Last year, the KPK government started IBP at the four public sector medical teaching hospitals of the province in line with Medical Teaching Institutions Reforms Act, 2015, to utilize the official infrastructure in the evening shift, provide quality care to private patients and generate revenue for the health facilities concerned.

The institution-based practice (IBP) lunched by the government of KP at the tertiary care hospitals as part of its reforms programme in health sector has been affecting private clinics and hospitals as the number of patients benefiting from the new system has been increasing with the passing of time, according to statistics.

 


In the past one year of IBP, more than 100,000 patients were seen at Lady Reading Hospital, Hayatabad Medical Complex and Khyber Teaching Hospital contrary to the notions that the system would fail.
 
According to Prof Shehzad Akbar Khan, the medical director of HMC, they had examined about 28,000 patients during IBP and provided specialized diagnostic and treatment services to them under one roof. (Courtesy DAWN)

Numbers of patients at Govt hospitals are increasing with passing of time. “We have got services of 23 specialists in IBP. Each of them charges Rs1,000 consultation fee of which Rs 100 are deducted as income tax and Rs 100 goes to the hospital’s fund,” he said.
 
“The number of patients has been increasing because we have state-of-the-art operation theaters, MRI, CT scanners and highly trained staffers owing to which people feel the difference compared to private sector besides giving thousands of rupees to them,”
said Prof Shehzad.

In private sector, there were non-qualified people too, who worked as specialists or as technicians but charge heavy fees by fooling the innocent poor people as they have nowhere else to go. While the government hospitals got intensive care units and all arrangements in operation theaters to deal with critically-ill patients.

It is true that in private sector, the patients have to go from one building to another to get their investigations done. The patients don’t have any criteria to judge the credibility of the diagnostic center but follow the instructions of their doctors. However in IBP, patients got their tests done on the same premises and by genuine doctors and technicians.
