One Billion Dollars package approved by CPEC body for social uplift
Information Minister of Balochistan, Mir Zahoor Ahmed Buledi informed that One Billion Dollars billion, for a social development package, has been approved.
- This one billion dollars package will include scholarships for Pakistani students.
- Special assistance from China in varios sectors.
- Balochistan to get its rightful share in CPEC
This announcement about social uplift has come during the 8thmeeting of the Joint Coordination Committee (JCC) of the China-Pakistan Economic Corridor (CPEC).
Mr. Buledi, along with a strong delegation, represented Balochistan in the JCC meeting held in Beijing on Dec 20th.
Scholarships to Pakistani students:
After coming back from Beijing, Mr. Buledi told that the Chinese government is ready to provide 20,000 scholarships to Pakistani students.
Assistance in various sectors:
He further told that the Chinese government will also help Pakistan in textile, petrochemical, steel and mining sectors.
The Minister said that Balochistan demanded half of the amount approved for the CPEC’s social development package.
“We demanded half of the scholarships be provided by the Chinese government to Pakistan,” he said.
Addition of dual carriageways in CPEC:
During the meeting, Balochistan also suggested that Quetta-Zhob and Quetta-Surab dual carriageways should be included in the CPEC.
Mr. Buledi said, “We take Balochistan’s stakes in CPEC very seriously, the Centre and China have responded positively to the proposals but details are yet to be worked out.”
He said that the China Pakistan Economic Corridor (CPEC) project is incomplete without Gwadar and Balochistan.
Balochistan’s share in CPEC:
Earlier, Balochistan had received a minuscule share of the total investment committed under the CPEC project. But over the past five years, those projects had seen no measurable progress.
Despite the additional power generation capacity by early projects of CPEC, the power deficit of the province remains at 700MW.
Balochistan is being ignored since past five years:
The current share of Balochistan under CPEC is only 4.5%. If the Gwadar Port and HUBCO projects won’t be included, then Balochistan’s share in CPEC will go down to 1% only.
In terms of development schemes and allocation of funds, Balochistan has been ignored in the $62 billion CPEC project.
Balochistan has a wide coastal belt and plenty of mineral resources but still, it doesn’t have a proper share in the CPEC projects.

Earlier this month CPEC Projects in-charge in Balochistan, Hafiz Jamali briefed on CPEC related development projects in the province.
He expressed concerns over the slow progress of CPEC development projects in Balochistan. However, the provincial government promised to speed up the developmental projects in Balochistan.
Development plans by China:
Mr. Jamali said that China has vowed to develop Gwadar port, Gwadar Airport, transport, energy, infrastructure, Pak-China Friendship Hospital, and Gwadar Master Plan. Balochistan has now a share of 9% in CPEC, he added.
Infrastructure related projects; DIG Khan-Zhob section, Quetta-Zhob section, and Quetta-Sorab Section are also included in CPEC.
Coal power plant:
China also pledged to build 1320 megawatt coal power plant in Hub and that will be completed in 2020.
CM Balochistan reviewed the progress report:
The Chief Minister of Balochistan, Jam Kamal, has reviewed the progress report on Quetta Mass Transit and water supply to the provincial capital. The minister said that China will lend loans to for these projects.
Progress made by One Belt One Road Initiative:
Balochistan has gained major objectives from China’s One Belt One Road Initiative. But there is still a need to utilize utmost efforts for the speedy relief to the people of Balochistan.
CM’s Plan for on-going developmental projects:
The CM stressed that there should be solid planning for all on-going development projects in the province.
He is planning to establish a new department to check the implementation of development projects in Balochistan.
CPEC is an important project and by its proper implementation, it will pave the way towards economic uplift.
The Information Minister expressed satisfaction over the progressive work CPEC. He directed the concerned authorities and departments to conduct Road Show in February, in China to lure Chinese investors towards Balochistan. It would be beneficial for social-economic uplift.
He said that China and Pakistan will keep cooperating in education, agriculture, poverty eradication, health, drinking water, and technical training sectors.
